What is the role of non-governmental agents in the international relations of a country?  María Teresa La Porte, a Professor from the University of Navarre, answered this question during the “Kenneth Waltz Theoretical Seminar on International Relations”, organized by the Departament of International Relations in the Faculty of Humanities and Social Sciences . La Porte stated that non-governmental agents, such as NGO´s, foundations or anything not related to the Government itself, “can carry out diplomatic activities”, and that, moreover, “they have managed to establish a new way of defining and understanding Public Diplomacy”.
